The issue is not the change itself, but who requested it, when it was approved, and how its impact on price and time was assessed.
The contractor may execute any additional works it considers necessary to complete the works and shall be entitled to the value of such works at actual cost plus the agreed percentage.
No change to the scope of work shall be recognized, and no adjustment to price or time shall arise, unless a written variation order is issued by the person authorized under the contract. The variation order must define its scope, valuation basis and time impact before execution, except for urgent work necessary to protect persons or assets, in which case the employer must be notified immediately and the work documented and approved in accordance with the contractual procedure.
Controlled drafting does not prevent change; it prevents operational communication or field instructions from becoming unauthorized financial commitments. Connecting authority, writing, valuation and record reduces the scope for disputes over entitlement, quantum and time.
